           The 2025 Annual Drinking Water Quality Report is Now Available

    &lt;span&gt;&#xD;
      
           Your Consumer Confidence Report will be available online by April 15th 2026.  The U.S. Environmental Protection Agency and the Indiana Department of Environmental Management are encouraging water utilities to deliver their Consumer Confidence Report (CCR), commonly referred to as the Annual Water Quality Report, using electronic delivery methods, rather than direct mail, to be more environmentally friendly and cost-efficient. Here are several methods:

           Hydrant Flushing Scheduled for Summerlake Subdivision to Begin on Monday, April 13th.

           Please be advised that water hydrant flushing operations in the Summerlake subdivision will begin on Monday, April 13th, and will continue until the process is complete.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           During this time, you may experience temporary water discoloration. Please note that the water remains safe for use and continues to meet all EPA standards.

      <title>Water Clarity Issues - Summerlake &amp; Springbrook</title>

           The Town is aware of water clarity concerns reported by residents in the Summerlake and Springbrook subdivisions and is actively working to address them.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Our water utility operator, Aqua America, began a system-wide hydrant flushing program in October of last year. Due to early cold weather, crews were unable to complete flushing in these two subdivisions. That work is scheduled to resume and should be completed over the next month or so, as the system must be flushed in a specific sequence to ensure effectiveness.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           We also want to make residents aware that several hydrants in the area were recently accessed without authorization in an attempt to flush the system. Unfortunately, this caused additional disturbance in the water lines and contributed to the current clarity issues.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           As flushing operations continue, residents may notice temporary discoloration at times. While this can be inconvenient, please be assured that the water is tested regularly and continues to meet all state safety standards. If a boil water advisory is ever necessary, residents will be notified immediately.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           If you observe anyone accessing a hydrant without authorization, please contact the Water Utility Department - (317) 485-4321 watercompany@ingalls.in.gov and, if possible, provide photos or any helpful details.

           The Town of Ingalls is excited to share its 2026 Festival and Event lineup, with plans underway for another great year of community gatherings.
           &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Please note that the Spring Block Party, originally scheduled for Saturday, April 25th from 11:00 AM to 3:00 PM in Downtown Ingalls, has been canceled. We appreciate your understanding and hope to see everyone later this year.
           &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The Fall Festival is still on and will take place on Saturday, September 19th from 11:00 AM to 3:00 PM at Interurban Park. This annual event will once again feature food, entertainment, bounce houses, local vendors, and plenty of seasonal activities for all ages in a great park setting.
           &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The Fall Festival is free to attend and is a great opportunity to bring the community together while supporting local organizations, small businesses, and event partners.
           &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

            Due to inclement weather and Indiana’s Open Door Law requirements, the public meetings originally scheduled for

           Monday, January 26th
          &#xD;
    &lt;/strong&gt;&#xD;
    &lt;span&gt;&#xD;

            have been

           We’re excited to kick off the season with our annual Holiday Event on Saturday, December 6, from noon to 2 p.m. at Town Hall. It’s a great chance for families to enjoy an afternoon together and get into the holiday spirit.

    &lt;/span&gt;&#xD;

           Photos with Santa

           Santa will be stopping by for visits and photos, so bring your own camera and capture the moment. Kids can also write letters for Santa to take back to the North Pole.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;h3&gt;&#xD;

           Hot Chocolate, Crafts, and Games

           Warm up with hot chocolate, enjoy a candy cane, and let the kids dive into our craft tables and games. There will be plenty of activities to keep everyone busy.

           At the same time, the Ingalls Police Department will be hosting a winter coat and toy giveaway at the Police Station. They’ll be providing new coats, gloves, hats, and toys to families who may need a little extra support this season.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           We are aware that some customers have recently experienced discolored water. While we understand it doesn’t look ideal, please be assured the water is safe and potable. The discoloration is caused by naturally occurring minerals that build up in the lines over time. This is the same type of mineral presence commonly found in private well water. When a third party opens a hydrant without properly flushing it, those minerals can be disturbed and temporarily discolor the water.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            To maintain water quality, we conduct eight water tests each month from various locations in the service area. These samples confirm the water remains safe for our customers. If there are ever any concerns regarding the quality and safety of the water in a particular area, the Water Utility will issue a Boil Water Advisory.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           A full system flush has begun and will continue over the next two to three weeks. This process involves opening every hydrant to clear built-up minerals from the system. During this work, some customers may notice temporary discoloration, but the water will remain safe for all uses.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           As leaves begin to fall, the Town of Ingalls would like to remind residents of the new process for leaf pick-up. Beginning this season, Best Way will provide collection in conjunction with regular trash service.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

The new campus-style facility will also serve as the headquarters for Real Time Detention and Real Time Furniture, bringing more than 25 jobs to Madison County.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;

Meridian St., Ingalls, Indiana 46048, regarding an increase in the cost of trash service passing through an increase in the service fee from the contractor necessitating the monthly charge to rise from $16.00 per month to $17.25 per month without any change in the administration fee.

           Paving Projects Set to Begin Thanks to Community Crossings Grant

           The Town of Ingalls is pleased to announce that two major roadway improvement projects are set to begin this spring, funded through the 2024 Community Crossings Matching Grant (CCMG) program. Thanks to the support of the Indiana Department of Transportation, Ingalls received a grant award of $911,144.99, contributing to a total project investment of $1,230,832.00 aimed at improving critical transportation infrastructure throughout the community.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;strong&gt;&#xD;
      
           Project Highlights Include:
          &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;strong&gt;&#xD;
        
            CR 800 South (from Maple Trails to CR 650 W):
           &#xD;
      &lt;/strong&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;br/&gt;&#xD;
      &lt;/span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            This project includes full-depth resurfacing, widening on both sides, and spot patching to improve driving conditions. Construction is expected to begin the week of April 21st, 2025, and conclude in May. Traffic will be managed using barrels and flaggers, and residents are encouraged to use the CR 650 W entrance to minimize delays. Access to the neighborhood will be maintained throughout the project.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;strong&gt;&#xD;
        
            Reformatory Road (East side of Town to West side of Town):
           &#xD;
      &lt;/strong&gt;&#xD;

        &lt;br/&gt;&#xD;
      &lt;/span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Following the completion of work on CR 800, crews will immediately begin resurfacing and widening Reformatory Road, along with stormwater improvements. This phase is expected to begin in late May and be completed by the end of June or early July 2025.

      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

           I. PROJECT INTRODUCTION:
          &#xD;

           In accordance with IC 5-23-5, the Town of Ingalls, Indiana (the “Town”), invites any and all qualified parties to submit Proposals and Statements of Qualifications to design, construct, renovate, and/or transfer improvements related to the development, renovation, and/or relocation of Town facilities and infrastructure(the “Project”) under a public-private partnership. The purpose and intent of the Project is to fulfill essential operational, infrastructure, and/or public safety needs for the community and to meet the Town’s obligations to provide safe and secure facilities for such purpose.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;strong&gt;&#xD;
      
           II. PROJECT SCOPE:
          &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The selected proposer will provide all development services, design services, site work, labor and material to develop and construct the Project. Although the Town has a clear need for new or renovated facilities and infrastructure, the scope of the Project is not determined. The final Project scope will be determined through a scoping period with the selected proposer, during which the selected proposer will be required to provide existing facility analysis, site analysis, design, and construction analysis to create a final scope and a guaranteed budget. The scoping period is anticipated to be a very intense and fast-paced process, with the goal of achieving a guaranteed price and final schematic design in Spring, 2025 in order to accomplish a construction groundbreaking in Summer, 2025. As part of the scoping process, the selected proposer may be asked to investigate potential improvements needed for structural, public safety, code compliance, accessibility, operational efficiency, and energy efficiency purposes. The Town has multiple facilities that potentially need improvements, additions, or replacement, but have limited funds to do so. As part of the required scoping period deliverables, the selected team must provide constructability analysis, budgets, schedules, and other necessary information for the Town to determine a priority list of the potential Projects. Upon receiving satisfactory scoping period deliverables from the selected offeror, the Town will move forward with the Project and selected offeror via resolution or ordinance at a public hearing to complete the design, construction, and development of the Project. If (1) the selected offeror is unable to produce satisfactory deliverables including a guaranteed budget, or (2) the Town determines that the Project is not necessary or wise based on the results of the scoping period, then the Town will begin a new scoping period with another offeror or cancel this RFPQ process altogether. In either event, the resulting scoping period deliverables will be solely owned by the Town, and the Town may use the information from the scoping period deliverables for its use and benefit. Further, the Town reserves the right to pursue additional or alternate procurement processes if necessary.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;

However, the Town has not yet determined whether the design services contract will be included within the BOT agreement or will remain a separate contract directly with the Town. BOT teams are requested to provide an approach that accommodates either scenario. The scope and fee for design services will be negotiated at a later date and are not expected to be included in the RFP response.

            Santa Claus is making a special stop in Ingalls! Kids (and the young at heart) can meet Santa, share their Christmas wishes, and snap a memorable photo to treasure forever. We will also have Santa’s mailbox and a letter writing station set up so that he can take your letters back to the North Pole.

      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;strong&gt;&#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           Santa’s Helpers:

           Santa’s elf and reindeer will be joining in on the fun! Stop by for magical photo opportunities and an unforgettable holiday experience.

            The Ingalls Police Department will be spreading the joy of the season by giving away winter clothing and toys for children in need as a part of their Cops for Kids Program. Visit them at the Police Station at 247 N Meridian Street, Ingalls, IN 46048, during the event to receive these items. We are still collecting donations of new and unused coats, hats, gloves, and toys for this drive. You can drop donations off at Town Hall during regular office hours.

           We are thrilled to announce that the much-anticipated updates to Interurban Park’s basketball and pickleball courts are now complete and ready for use! Thanks to the generous support of the Madison County Bicentennial Commission and the MIBOR Economic and Community Development Council, these improvements have transformed our recreational space into a vibrant hub for sports enthusiasts and families alike.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           A Community-Driven Enhancement
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The revitalization of the courts at Interurban Park was made possible by a $2,436.68 grant from the Madison County Bicentennial Commission and a $3,000 grant from the MIBOR Economic and Community Development Council. These funds allowed us to resurface the basketball courts, install new basketball goals, add brand-new pickleball courts, and enhance the surrounding area with beautiful landscaping and new benches.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

           We're pleased to announce that the water samples from the affected areas have returned showing no issues with water quality. As a result, the Boil Water Advisory for residents south of SR 67 from Swain Street west to the Church Camp, including the Lick Creek area, has been lifted.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

    &lt;span&gt;&#xD;
      
           Impacted customers may now resume normal water usage without any restrictions.

            Good news! The water line break on South Huston Street has been successfully repaired. However, for the safety of residents, the Boil Water Advisory will continue for customers south of SR 67 from Swain Street west to the Church Camp, which includes the Lick Creek area. Prairie Hollow is
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           no longer
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            in the Boil Water Advisory area.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           We understand the inconvenience this may cause, but it's essential to ensure the water is safe for consumption. The Boil Water Advisory will stay in effect until two consecutive tests on the water can be completed over the next 48 hours. We anticipate lifting the advisory on Saturday, but we'll keep residents updated with any changes.

           Residents of Ingalls, Indiana, particularly those in the old town area, may experience water pressure issues due to a hit water line on South Huston Street. The incident has prompted the Water Utility to take immediate action, including issuing a boil water emergency for all residents south of State Road 67, including the Prairie Hollow Subdivision.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           While the Water Utility works diligently to repair the damaged line, customers impacted by the break will receive emergency notifications via email and text to stay informed about the situation.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

    &lt;span&gt;&#xD;
      
           We understand the inconvenience this may cause and assure residents that efforts are underway to restore normal water service as quickly as possible. In the meantime, we urge affected residents to adhere to the boil water advisory for their safety.

           The Ingalls Police Department is now accepting applications for a Full Time Police Officer.

             Ingalls PD now offers a lateral entry program, with vacation and pay benefits. (Starting up to $51,000)

            All applicants must be at least 21 years of age at the time of appointment.

            Applicants must possess a high school diploma or GED equivalent, a valid driver’s license, must have no felony convictions or misdemeanor convictions for domestic violence, and must be a U.S. citizen.

      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Applicants shall be subject to written and physical ability testing, thorough background, polygraph, and psychological exam. (laterals may be exempt from some testing)

      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;

Both of the sample water tests have come back clean and are safe for consumption and use.

      <title>Ingalls Snow &amp; Ice Control Policy</title>

           The Street Department of Ingalls has the responsibility of providing snow and ice control for 18 road miles throughout Town limits, Town Hall, and the Fire Department.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Snow and ice control is considered emergency work in that pavement must be cleared any time of the day or night. Because of the potential hazard to the motoring public, and the amount of time and money spent on this program, careful planning and preparation must be done prior to the snow and ice season. This planning process is made considerably more difficult due to the variable conditions encountered during each storm. Such things as the rate and accumulation of snowfall, moisture content, temperature, time of day or night, wind direction and velocity, and duration are all factors that interact to create a unique aspect for each storm with the result that no two towns are ever identical.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The Street Department has developed a priority list to be followed during a storm with the overall efforts for snow removal based on the following priority list:
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           #1 Treatment of thoroughfare county roads
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           #2 Town Hall and Fire Department
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           #3 Remaining county roads
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           #4 All subdivisions and residential neighborhoods
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           #5 Cul-de-sacs and alleyways
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

            The Town is offering residents an opportunity to drop off heavy trash for
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           FREE.
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Two large dumpsters will be available behind the police and fire station at 247 N Meridian Street. See the flyer below for additional information.
